What speed should I practise at?
Faster than is comfortable, at character level. Learning characters slowly builds a counting habit that has to be unlearned later. Slow the gaps between characters instead of slowing the characters themselves.
Why is the tone adjustable?
Personal preference and hearing vary, and a tone that sits well for one person is fatiguing for another. Somewhere between six hundred and eight hundred hertz suits most people.
